Yes you can do that but even if you increase the design strength of concrete it remain weak against tension and fracture so it is economically not justified to increase the design strength of concrete.
What you can do is to increase th dimensions of structural members to reduce tension in concrete
OR
you can post tension the steel bars so that tension in concrete is reduced or eliminated.
